Convert an Arrow struct to an Robj

Does not consume self. Takes an arrow-rs struct and converts it into a {nanoarrow} S3 object of class nanoarrow_array, nanoarrow_array_stream, or nanoarrow_schema.

Requires nanoarrow to be available.
